While it sounds straightforward, you'll soon discover that Outlaw Midas isn't one of the initial NPCs of the season. He only appeared after the Community Quest was completed. To find him, head to one of the Black Markets.
Midas is located underground in the Black Market northeast of Masked Meadows, where Keisha Cross also resides. There are two ways to enter this area.
