How to Get Ingenuity Utility Belt Unique in PoE 2
To obtain the Ingenuity Utility Belt, you must defeat the King in the Mists, the endgame Ritual Boss. Access this fight by using the 'An Audience With the King' item at the Realmgate in the Atlas. Navigate through waves of enemies to reach the boss, and upon defeating him, you have a chance to receive the Ingenuity Utility Belt as a reward.
The King in the Mists drops one of five unique items, with Ingenuity being one of them. While not guaranteed, it drops approximately once every five fights. The full list of possible drops includes:

The King in the Mists offers varying difficulty tiers, with higher tiers increasing both the boss's strength and the drop chance of the belt. How to Get 'An Audience With the King' in PoE 2
'An Audience with the King' can be acquired through two methods:
- Trade Site/Currency Exchange: It typically costs between 4-7
Divine Orbs. - Ritual Maps: This item has a slim chance of appearing as a Ritual favor within Ritual maps. It's costly, ranging from 2700 to 3900 Tribute. If you can't afford it immediately, use the 'Defer' option at the bottom of the 'Favours' menu to postpone it. It will reappear in 1-4 subsequent Ritual maps at a reduced cost. Continue deferring until you can afford it.
If you acquire 'An Audience with the King' but aren't ready to tackle the boss, you can hire a carry for 1-2 Divine Orbs. This not only gets you through the fight but also earns you Ritual points and additional rewards on the Atlas, or you can sell the item.
Can You Get The Utility Belt Using Orb of Chance in PoE 2
No, the Ingenuity Utility Belt cannot be obtained using an 
Orb of Chance. It's not part of the standard loot table and thus cannot be dropped by regular monsters or through chance-based mechanics like those used to obtain 
Astramentis or 
Polcirkeln. The only ways to acquire it are by defeating the King in the Mists or trading with other players.
